Recruitment Program Manager

BASIC FUNCTIONS AND SUMMARY:

The Virginia Beach Rescue Squad Foundation (“VBRSF”) is seeking an energetic, well-rounded Recruitment Program Manager to ensure volunteer recruits are placed into the application stream for the Virginia Beach Volunteer Rescue Squad System (the “System.”) The Recruitment Program Manager is a full-time, salaried position within the VBRSF and reports directly to the VBRSF’s Executive Director. The successful candidate will have related experience in managing nonprofit services/programs and planning, as well as developing and employing large-scale communications plans. He/she will be able to work effectively with various agencies to ensure the plans’ successful outcomes.

The successful candidate will create, employ and measure the success of VBRSF recruitment tactics to increase the number of volunteer recruits for the System. As Recruitment Program Manager, he/she will provide the program’s metrics to the Board and related committees to justify the strategies and tactics used to enhance the mission of the VBRSF; including the recruitment and retention of volunteers for the volunteer rescue squads of Virginia Beach (the “System”). The Recruitment Program Manager is additionally responsible for creating and implementing internal communications plans for the VBRSF and the System, as these efforts relate to the retention of volunteer members. External communication plans will be overseen by the Recruitment Program Manager to ensure consistent branding and messaging to the public.

The ideal candidate must be comfortable interacting with a variety of stakeholders to convey key messages quickly and concisely using a variety of communication vehicles to a range of audiences. He or she will work directly with staff and the Board, department of VBEMS staff, volunteers, outside vendors (e.g. marketing/advertising agencies), rescue squad leaders and media contacts. The candidate also will have an understanding of communications principles and strategies, and the ability to make recommendations about design and evolution of key communication vehicles based on current best practices and knowledge of potential future issues.

Executive Director of the Virginia Beach Rescue Squad Foundation

REQUIRED QUALIFICATIONS:

  • Bachelor’s degree or higher in nonprofit management, public administration, marketing, communications, or related field
  • Minimum of two (2) years’ professional experience in nonprofit program services / volunteer management and/or communications
  • Experience with digital technologies, social media and desktop publishing
  • Excellent written and oral communications skills
  • Provision of own reliable transportation, and travel periodically in support of assigned duties
  • Excellent organizational and time-management skills
  • Ability to work independently, AND collaborate and work with others cooperatively in a team environment

  • Excellent interpersonal skills to maintain positive internal and external relationships on behalf of the VBRSF and System
  • Ability to communicate clearly and effectively, both orally and in writing, at all levels within and outside the System
  • Ability to plan and implement projects from inception to completion
  • Ability to work under tight deadlines with conflicting priorities

PREFERRED KNOWLEDGE, SKILLS AND ABILITIES

  • Experience and knowledge of the Virginia Beach volunteer rescue squad system

ESSENTIAL FUNCTIONS AND RESPONSIBILITIES:

Working with the Executive Director and Board of Directors, plan and implement strategies using the most efficient tactics to ensure a steady pool of recruit applicants for the VBEMS system.

Responsible for measuring and reporting on the Return on Investment for the tactics employed by the VBRSF to obtain volunteer rescue squad recruits. Responsible for the organization and coordination of all internal and external communications related to the work and mission of the VBRSF, for both internal constituents (the volunteer rescue squads and related agencies) and external constituents (VBRSF donors and the citizens of the region). Attend Foundation and system events as required, and perform other duties as assigned.
